Have I understood this correctly? I can install it on 1 PC, 1 tablet and 1 smartphone and it works? What if I buy a new tablet or mobile phone PC do I have to buy a new licence even if it is only 2 months old?

Yes, you have understood that correctly. You manage the licences online. So when you buy a new PC or a new smartphone, you deactivate the licence for the old device and then activate it for the new one.
