I think he means foil for transfer printing (iron) - I haven't cut transfer printing foil myself yet, but it is mentioned in the description. It should work.

I am not quite sure what you mean by cutting the transfer ribbon exactly. The transfer ribbon is usually cut by hand to the size you need, as it only has the function of transferring to the clothes or other things.
