does this also work in the apartment building from the flat to the cellar? (if the cellar is connected to the same electric meter).

not necessarily. For example, I have the situation that it works from the garage to the cellar. From the cellar to the flat, too. But it doesn't work from the garage to the flat (everything on the same electric meter). You have to try it out.
