Cooling capacity is achieved by evaporation of water. I strongly advise against buying one of these, because it may cool the air within a radius of about 1 to 2 m (a few degrees), but the air is humidified and that is the wrong thing to do anyway, especially when it is hot. For proper cooling you need an air conditioner and yes, that would have an exhaust hose. You would get the same effect as with an air cooler if you blew on a wet cloth with a stand fan.
