No, the 65 watts is the maximum power that the power supply can deliver, the standby consumption is much lower, also depending on the hard disks used. Large ones require correspondingly more power.
However, I would not choose a 2 bay NAS, they are always a technical dead end and sooner or later end up on Tutti or Ricardo, because expanding the capacity becomes incredibly expensive.
My recommendation is clearly to go for a 4 bay NAS, and then equip it with three smaller disks. They are cheap and in the event of a failure, it is cheaper to replace a small disk.
Also, you don't give away half of the capacity as in a RAID1 with two disks.
