Question about Hikvision Vandal PoC Fixed Dome
Does the device need an account? Does it have a battery or does it need to be plugged in? How does it store its data?

I was able to do some research and indeed the camera does not need a "Hikvision account" to operate. However, you do need a recorder to save the recording. In this case, the camera only serves as a camera. You would need a DVR like the following:

and a hard disc like the following:

The power is supplied via PoC (Power over Coaxial), which the DVR linked above can do. Otherwise, the camera must be supplied with power externally.
