Does the device have to be connected to the Internet or does it also have an internal memory so that the data can be viewed via Bluetooth?
In standard use, the wifi is connected, so it is synchronised and you can view the measurements and dashboard from the smartphone or PC via the internet (even from outside the house). On the face of it, I'd say that Bluetooth is more for initial pairing and configuration. To be sure, you'd have to ask on the airthings website.

Bluetooth is only needed for the set-up of the Hub, and to initially pair with your Airthings devices. Once up and running, the devices will connect to the Hub via SmartLink.
