Can the POE port also be used to operate an AP, for example? Or is it only an input to operate the switch itself?

A good alternative for what it seems you're looking for is the UnifiFlex. A great little switch that takes PoE in and PoE out on all ports. I actually have a few of these and they do power out other switches and access points: Ubiquiti UnifiFlex:Outdoor 5Port PoE Switch (5 portions)
