Can the camera be accessed directly locally with the app or does the livestream have to take a diversion to a cloud via the app?

It is a direct live transmission to the mobile phone.
And the recordings are saved on the SD card that is inserted into the surveillance camera.

The app works via the cloud. However, you can set the camera to stream to a local server via the app.
