Can I use this router directly with a TL-SM321B transceiver for wingo fibre-optic internet?

Since it is a pure switch, it will probably not work directly. You would need a router in between, e.g. Ubiquiti USG: Unifi Security Gateway together with TP-LINK MC220L or
Ubiquiti USG-PRO-4 with TL-SM321B. But this is all just theory, maybe someone here already has a similar setup running successfully.

You can connect the "glass cable" directly if you have the right GBIC. However, you still need a router/firewall. You just save the glass/copper converter.
