Can I programme an offset temperature for the thermostat (difference in room temperature in the centre of the room compared to that measured at the radiator)?

Yes, you can.
No, it only shows the temperature at the valve. It's a very good product, we have it on all the radiators in our entire house.
The thermostat shows two temperatures: the set desired temperature, measured at the thermostat, and the temperature of the valve, measured at the heating water supply line.
