Can I install Kodi on this box and then play MKV with Atmos like on the Nvidia Shield Pro?

No problem, it's the same principle as an Nvidia Shield Pro (Android TV box).
You can also download Kodi from the Play Store.
If you configure it for audio pass-through and connect the Nokia box via HDMI to an audio system that supports Dolby Atmos, it will work perfectly.
