Can anyone tell me if it is possible to switch a SmartPlug from Philips Hue on and off with the outdoor motion detector?

Yes, that should work. I have also created such a scene with a Philips Hue-compatible switch from Sunricher (https://www.galaxus.ch/de/s1/product/sunricher-funk-schaltaktor-zigbee-30-400-w-smart-home-hub-22886990). It works perfectly.
