A good colleague of mine bought this PC for himself. I'm currently installing it, but when I started it up I could only set foreign languages?
Could it be that it was a return, has been formatted and no longer contains the German language?

This is very strange, usually the local language should also be available when starting up. Under Windows 10 Pro, however, the language can be changed at any time:
Start > Settings > Time & language > Language & region.
