Yes the high performance HEPA Filter is included, the models Air Purifier 4 have eben a much more enhanced active cole filtering system and the filters last more than one year with this new generation of Xiaomi Air Purifiers 4 models.
Since the device is still on sale and there are also various no-name filters, I think the filters should still be available for a while.

The Xiaomi Mi Air Purifier 4 (48 m², 30 W) does not emit ozone. Instead, it uses three-layer filtration and Negative Air Ionisation to purify the air and keep it fresh without producing ozone.

As far as I know, Xiaomi does not offer any spare parts, except for the filter. The fan is available from aliexpress or eBay for around 50. The sensor can be cleaned according to the instructions if it is dirty.

The violet filter has an additional antibacterial effect (apparently) and is only suitable for the 2 and 3 series - hence the Air Purifier 3H, whereby the Air Purifier 4 shown here offers the better filtration especially for allergy sufferers (99.7% with the 3H, 99.97 % with the 4) - in short - I would stay with this model.
Yes fragrances are neutralised. But it is not cooler because it is only a fan and not an air conditioner.
