Unfortunately, we cannot offer a lower price due to the purchasing conditions. The predecessor would be cheaper in terms of price: TI Nspire CX CAS (battery) .

GIE stands for German, Italian, English. Is the same product as the one you asked the question on.
This is described in the specifications: Language: German, English, Italian. So the product here is also the GIE version.
I am not sure what exactly is meant by the question. But the calculator is directly ready for use and the software is installed.
And on the website it says something about the student software:
"2 in 1: TI-Nspire™ software for students is automatically included with the TI-Nspire™ CX II-T handheld."

I would assume that the manufacturer uses the current operating system at the time of delivery. I.e. it will probably be reasonably up-to-date.
And you can update the version at any time, which is also recommended by Texas Instruments:

As far as I know not the software is offered in a subscription for one year for 24Euros

The CX II should also be approved for exams, it is not networkable without an adapter.
As far as I know, only with an additional module, which I think is connected via WLAN or Bluetooth (plug-in card for the computer).
Normally, however, the calculator is put into examination mode by a teacher during examinations (vocational baccalaureate) so that no notes can be taken or formulas saved. After the exam, it is always unlocked again via another computer. This is just some more information about my experience with exams.

As far as I know, there is only the TI Nspire CX II-T CAS or the TI-Nspire CX II-T. The T is therefore always present. Perhaps you mean the TI Nspire CX CAS or the TI Nspire CX. These would be the predecessor models, which are no longer sold.

Yes, it can. On the one hand, you can save all the formulas and calculations so that you only have to insert the numbers and press Enter for the result. On the other hand, it has rudimentary word processing options. So you can write your whole term paper on the calculator.
