Included No. Whether available separately I don't know. I don't need this and that's why I didn't look for it. But I think not. It is not common.
The plasticised, non-tearable paper that is hacked into the blades is removed in the same way as the blade change. Tearing it out - as said in the video - often does not work or damages the mechanics.
