No, you should not leave the outdoor unit out in the rain. According to the manual, you should remove the bracket and the outdoor unit during thunderstorms or strong winds. It is also recommended that you switch off the appliance and unplug it if it is not going to be used for a long period of time. The outdoor unit requires regular cleaning and gets dirtiest when it is left outside for long periods of time.
Yes, you can use the appliance as an emergency heater if the normal heating fails. It has a heating function with heat pump technology, energy efficiency class A+ for heating and is designed for outside temperatures down to -10°C. For rooms up to 42 m², it is well suited as a temporary solution or emergency aid, with low consumption of approx. 300-700 watts.
The system itself does not transport air from outside to inside or vice versa. It does not generate any negative pressure, which would then draw air in from somewhere else in the room - this is precisely the advantage of a split air conditioning system. Only refrigerant circulates through the hose between the indoor and outdoor units. The indoor unit only cools the existing room air.
This means that fine dust or insects cannot get in through the system itself. The hose is routed through an open window. How clean you make the window seal around it is up to you ;-) It comes with enough accessories. I simply use a cloth that I stuff into the existing gap.

According to my research, your appliance is working technically correctly. The lower efficiency at +19 °C is normal because the heat pump is not optimised for continuous operation at minimum output. It's not inaudible, but I wouldn't consider it annoying. However, this is very subjective and depends on how far away the device is from you. The description states 62dB as a guide value.

plus the price per kWh of 28 cents low tariff, 35 cents high tariff
with an average consumption of 200kWh (according to Midea) this would amount to about 65.- in electricity costs. ( without basic price of 8.50.-)
