Not really, these are active speakers, i.e. they have a built-in amplifier. Since the NC-50DAB has two connections for passive speakers (it is an amplifier itself, i.e. a power amplifier with 2x 50W), the R-15M are the right speakers for you and also the cheaper option. With the NC-50DAB, the PM can therefore only be connected via the headphone output, which is of course a very poor solution. So order the Klipsch R-15M (passive speakers) and don't forget the speaker cable.

The R-15M would be preferable, as the R-15PM is an active speaker and cannot be connected via a conventional amplifier output.
No, you cannot use both inputs at the same time. The optical input switches off automatically as soon as a phono/line cable is connected (or vice versa, I'm not sure which connection is "stronger"). You need a receiver with phono input and optical output.
