Can this suitcase be handed in without any problems (i.e. as luggage)? Without excess baggage due to the size

I assume that your question refers to flying... You can't answer this question 100%, because the rules about what is allowed can differ from airline to airline. Concerning size, you will usually find a maximum of 158cm (L+W+H) allowed per single piece of luggage.
