The board has two M.2 PCI/SATA combo slots. Do I understand correctly that I can either plug in an M.2 SSD SATA, which then runs at SATA speed, or an M.2 SSD PCI, which then runs at higher speed?

M.2 SSDs are generally connected directly via PCIe, never via SATA. I guess you can plug an M.2 SSD into the PCIe slot, but not a SATA SSD or HDD or vice versa.
