Good day, 

I had to check in the BIOS to make sure that both bars were really detected, 
Plug in only one bar, see if it is detected and then the second one. 

Maybe one of the bars is not well inserted, the LED's sometimes only work with contact in the plug, but the bar may not be well inserted.

With most motherboards, you have to put the first two memory modules in the correct slots. I would check the user manual to see which slots you need to put the memory modules in first.
