Yes, you can just about stow a federal folder with the larger 30l version, but only if the side pockets are practically empty, because they already take up quite a lot of space inside, width-wise. And of course the dividers have to be placed at the bottom. I use the backpack for office work (it's practically my mobile office) and am very satisfied with it.
