Questions about Nintendo Mario Kart 7

I have it and I can change the language to french without problem. It's just the box and manual that is is german. The game will be set on the language of your DS. Have a nice day!

I haven't tried it myself, but as far as I know it works. (There is/was also a 2DS bundle with Mario Kart 7.) Of course, if you play a 3DS game on a 2DS, you won't have a 3D effect.

All 3DS games can be played on Nintendo 2DS without any problems. The only thing missing on the Nintendo 2DS is the 3D effect.
