I now have an E5-2609v3 and wanted to replace it... according to HPE specs, it also fits with FCLGA? is that right? https://support.hpe.com/hpsc/doc/public/display?docLocale=null&docId=emr_na-c04518697

From the website you pointed out E5-2620v4 seems indeed to be a supported CPU.
Just be careful about the firmware: relatively old motherboards require a BIOS upgrade to work with Broadwell (v4) microarchitectures.

I would like to build a small server (no, I don't want to buy a ready-made one). Which mainboard can you recommend for it? 16gb ram is enough and a ssd is needed... no graka. thanks :)

Attention, this is not LGA2011-V3 but FCLGA2011, i.e. LGA2011-V4.
