It should be common knowledge that all storage vendors cheat like this...
The capacity of this SD card is indeed a lie: the raw, unformatted capacity is 2.7% smaller than 32000000000 bytes == 32·10⁹ bytes == 32 GB. Sandisk is cheating 2.7% more than common knowledge and expectations.
