Why not use CDDB or one of the CD libraries do the work ? Insert the CD and let a ripper-progam tell you what it thinks it is. >90% of the time it is correct. Maybe not as quick as a bar-code scanner, but easy enough to do.
I'm very happy with this barcode scanner . I use it together with  and  for food storage management.
One of the nice things about the Heron HD3130 is its ability to also read barcodes from a screen (as it is a linear imager). The stand (included) is easily adjustable and the scanner is really good at scanning.
I'm sure there are cheaper scanners out there, but a few nice things are its low-light performance and drop rating plus a lot of adjustable settings. And you can easily extend the cable by using standard USB extension cables .
